In this case I'm a regular serial pnp driver reacting to a CONFIG_START
message. Is it normal for the device to be open by the PNP mechanism itself
while it's telling me to start the device ?

I have experienced similar problems on Windows 95 and 98. We produce a card
reader integrated into a modem, so the COM Plug-and-Play opens the port for
a while and reads out the COM-PnP-string. Since this is done in a slow
speed, I think 1200 baud, plus time for the DTR and RTS signal fiddling,
there is a chance of collision with our card reader driver who wants to open
the same port at boot time. The timing of these things vary depending on
machine configurations, so the strategy I chose was simply, in the reader
driver, to try again a few seconds later if the first attempt failed (and a
3:rd time if the 2:nd time failed). This has worked fine.
Since Windows 2000 also do COM Plug-and-Play I suspect it is really the same
problem there, probably the timing is different.
