Jerome,

the smart card service will only start if you have running smart card
readers in your system. The error messages indicates that you either
have no smart card driver running or the driver is not a member
of the group of smart card readers.

     hello

     A few questions concerning the smartcard subsystem (scardsvr.exe) on
     Win NT 4.0:

     I found that the first time I wanted to get it running on my WinNT
     installation I had to go to the Control Panel, settings, Services and
     select the "Smart Card" service, then clicking "Start".
     An error message appears "could not start the ressource manager
     service on pc dtxxx, Error 1068: The dependency service or group
     failed to start"

     How could I resolve this error ?
