this is a general problem under Win9x and the only recommendation
is to delay the open of the port.

On some machines under W95 it happens that I get an IE_OPEN error when I
try to open the COM port to which my PnP reader is connected. (I call
VCOMM_OpenComm after VXD_CreateDevice and SmartcardCreateLink).

Is there any way to force the serial enumerator to close the COM port ?
Or  how can I be sure that I can open the COM port ?
