You can probably build them, but they probably won't run. I believe
Win98 doesn't use NT's keyboard driver model.

They are build automatically from the message resource files (.mc)
with the same base names. If you use the build.exe facility to make
the sample code, these .h's will be generated automatically.

If you are already using build.exe, then check the read permission
on your directories. If you copied them from the CD-ROM then they
are still set to read-only, and that prevents the message compiler
from working. Build.exe, unfortunately, swallows the error and
continues with the build, and you see nothing indicating a problem.

Microsoft might want to put a little installer for the smartcard DDK
to fix the permissions on install. It's a frustrating problem when
you don't know what's wrong.
