If you are using advapi32.dll to test, then yes - it only works w/ the
CSPDK which is in English only.  You should be able to test other
languages on current releases with a Kernel Debugger attached.

The CSP should work fine when signed by MS.   Hth  ..tom

I have a question about the signing of My CSP.
When it signs with Sign.exe of CSPDK, it works only by
the OS of English edition.
Does My CSP work by the OS of Japanese edition when
I sent e-mail to cspsign@microsoft.com and Microsoft signed?
