   The Microsoft CSPs will essentially not do the exponentiation if an
exponent of 1 is used.

Does anyone know whether CryptoAPI optmises de/encryption requests when
using an RSA key with exponent of 1? If CryptoAPI doesn't then are there
CSPs which do?
