I am attempting to decrypt a 128-bit session key that has been exported
using a 40-bit  certificate public key.  I CryptGen the 128-bit session key
and the CryptExport the key using a 40-bit key from a certificate.  When I
attempt to decrypt the session key using CryptImportKey with the 40-bit key
I get a NTE_BAD_FLAGS error.  Is it possible to do this and if so, what am I
doing wrong?
