I have this problem too, and I don't know of a fix.  It's quite inconvenient,
and I too frittered away many hours before figuring out that advapi32.dll was the \
culprit.

I'd also like to test my CSP with Outlook 98, but this doesn't seem to be possible in \
the current circumstances.
