Is this true?  It seems simple enough to test: when I remove a user from
the Administrators group, all invocations of "chktrust foo.exe" fail,
presenting user interface claiming that it couldn't validate the
certificate, as do all validations of components downloaded though IE3.01.
 Most obnoxious.

Testing on NT Wksta 4, SP1, x86.
