The use case I've heard, is when someone want to turn on a counter, and count \
"something", [all packets, packets in a flow, dropped packets, or whatever] until the \
next packet arrives with the turn off and report trigger. I told the use case team. \
They said "hmmm interesting, but I have mot heard more than that.
