You can't use -af multiple times.  Put those two in the same -af chain,
and perhaps it will work.

And are you sure you want to do that, anyhow?  A 20% slowdown is pretty
dramatic, and might just put you to sleep.  Even the 4% speed-up from
film to PAL is distracting to me.
