Without -march or -mcpu:

With -march=athlon, without -mcpu:
__athlon__
__tune_athlon__
__i386__

With -march=athlon -mcpu=athlon
__athlon__
__tune_athlon__
__i386__

So yes, in 3.0.2 at least -march implies -mcpu as the documents say.
