Thanks Dave,

The breakpoint helped me figure it out eventually - the file
"installed-chrome.txt" contained the wrong base URL for the chrome so mozilla
couldn't find it. I told it that the "embedding" package was in
"packages/embedding", but I should have just said "packages" since it appends
the package name for itself.

It would be nice if Mozilla actually explained what was wrong with the chrome
rather than just hanging!
