To follow up:

After further discussion, the following consensus on telling people 
about changes which break themes has been reached.

- Notification is done as far in advance as is practical to n.p.m.xpfe
- Theme authors should not track nightlies and cry if they break; they 
should expect to target milestones
- If XUL syntax or even XBL content change in such a way as to require a 
theme version number change, all themes will have to re-release at the 
next milestone
- The theme version number may change at any time up until a milestone 
is released
- If we get near 1.0 and XUL/XBL changes don't happen, we will leave the 
checked-for version string where it was at the last milestone

To answer Stuart's point, n.p.dev.skins and n.p.beta.feedback.themes
are not included because they are Netscape newsgroups and therefore 
should be concerned with making themes for Netscape releases :-) There 
is no equivalent Mozilla group, and if they want to continue doing theme 
dev there it's up to them, but the announcements will be posted to .xpfe 
so I suggest they watch that one :-)
