The complete list of configure options I use for my development builds is:

--without-gtk
--with-qt
--enable-toolkit=qt
--disable-tests

For "production" builds (without debugging) I have also used:

--disable-debug
--enable-optimize=-O2

I don't think -with-gtk=no is a valid option, but I could be wrong.
