locale.h is included on line 37 of nsLocaleService.cpp, so assuming you
have it in emx/include there should be no problem. Is there a message
near the top of the output saying locale.h can't be found? Does your
CPLUS_INCLUDE_PATH in config.sys include emx/include after
emx/include/cpp?
