A modal dialogue which is started by a minimized window is not
visible, and is not reacting to Show/Tile/Cascade "Window command".

How to reproduce:

 open a new window with 2 tabs;
 minimize it;
 Choose Close from window-list's context menu.

Now the window list shows a new window "Confirm close", but it is not
visible, does not react on Show/Tile/Cascade window-list's context
menu commands.  The "parent window" also does not react on
Window-List's commands.

Workaround: close "Confirm close" window using window-list's context
menu.  Unminimize the "parent window", then repeat process of closing.
