Use fixed positioning like in the test12.html demo (which is copied
from the CSS2 spec, you probably want to have that for reference too).
This has the big advantage that (unlike frames) it works with whatever
browser you are going to use, without special precautions and
duplicate work - at worst (non-CSS capable browser) the top section
will scroll with the rest.
