The charset "visual" is already aliased to ISO-8859-8 in the bidi
version of intl/uconv/src/charsetalias.properties

http://www.iol.co.il that specifies charset as 
<meta charset="visual"> seems to be missing some attributes. If you
specify instead: 
<META http-equiv="Content-Type" content="text/html; charset=visual"> -
it's working.

(FYI: see http://www.w3.org/TR/html401/charset.html#spec-char-encoding ,
section 5.2.2.)
