Perhaps you have a more specific question in mind, but I will answer a
couple of possible ones:

We don't currently have a localized Arabic Communicator available either
from Netscape or from mozilla.org. There is an Arabic version from a
company called Sakhr, but this is not maintained or supported by
Netscape.

The 4.x products do not support Arabic (or Hebrew or Indic languages for
that matter). If you would like to contribute to the effort to enable
the 5.0 product for bi-directional lanugages, please join us on
mozilla.org to help make this happen:
