I second. It's amazing how thoroughly people can ignore headers and 
such. I would propose the following to make it more obvious: since 
people are used to hunting down things in bullet lists, leave the big 
link there but make 'Enter a new bug report' point to the Bugzilla 
Helper and put another bullet in that reads something like 'Advanced 
Form'. (But perhaps less clumsy -- I can't think of anything good right 
now.)

Putting 'Advanced' in the link is probably more effective than in parens 
out to the side (since that forces you to read it.) Given the choice 
between (for example) links reading 'Enter bug report with Bugzilla 
Helper' and 'Advanced Bug Report Form' those who shouldn't be using the 
advanced form probably won't.
