Quicken does the exact same thing for me(as well as Mozilla) so I don't 
think it is Mozilla's fault, but rather some function of how Windows2000 
handles memory.  I only have 384MB of ram so it is possible that Windows 
frees up memory by moving memory that hasn't been used for a while to 
virtual memory.  This would obviously cause Mozilla to appear 
significantly slower on first use after long break, but after a couple 
of seconds when Windows transfers the memory back to Physical Ram 
Mozilla responds normally.  Then again, I have no actual knowledge and 
am just making this up as I go along...
