how does the psm entry get added to the mozver.dat file?

nsPSMComponent.cpp::GetControlConnection  attempts to read from the
mozver.dat file to retrieve the entry
PSM_VERSION_REG_KEY "/Netscape/Personal Security Manager"

VR_GetPath(PSM_VERSION_REG_KEY, sizeof(filepath), filepath);


I am working through a custom application which is using the necko engine.
As I attempt to navigate to https urls, I receive the error
"Failure setting up Cartman!".

When I run mozilla, the psm executable is found in the bin directory for
mozilla.  However, when I run Netscape 6,
it uses the PSM executable from the program files/common/Netscape
Shared/Security directory.  This directory is identified by an entry in the
mozver.dat file.

I would like to know what setup is required to add this entry to the
mozver.dat file as well.
