As part of our continued effort to publish source code for ciphers used
by NSS, I will check in an implementation of DSA tomorrow morning.  This
implementation closely follows the specification in FIPS 186-1.
Sometime later I will check in code for PQG parameter generation and
verification, also according to FIPS 186-1.

As always, questions and suggestions are welcome.
