I hate giving cvs advice because I'm so often wrong, but...

It sounds to me like you may have branch tagged files mixed with
non tagged file and you're trying to update to the trunk.

If what you want is the newest stuff and you're trying to overlay
this on the branched tarball, then I think you do a cvs update -A
to clear the sticky tags and get the newest stuff.
