Building  mozilla-19981211 on WinNT 4.0 with Visual C++ 6.0, I found I
had to edit mozilla/editor/makefile.win to remove core and guimgr from
DIRS.  It looks like makefile.win needs to do something like

!if defined(MOZ_EDITOR)
DIRS=public core guimgr
!else
DIRS=public
!endif

as in Makefile.in.
