Yes! This is a very good solution becase you can set another values like,

MxProgressBarBar {
 backgorund-color: red;
}

MxProgressBarBar[value > 0.4] {
 backgorund-color: yellow;
}

MxProgressBarBar[value > 0.7] {
 backgorund-color: green;
}

Thanks Thomas!

And you don't need to hard code these changes on bar,
the CSS and Style proprerty will take care about this!
