Thanks for quick advise.

There are no grub.conf in chroot env.
# ls /boot/grub/
splash.xpm.gz

And no grub.conf in /etc.

I guess grub.conf was created when system installed. Such as
"root=/dev/sda2" info will  not be get before installed.

But how can do in moblin-chroot env when making usbimg ?
