Have you tried the 32-bit pkg-config? I don't know why the 64-bit one didn't
work. Maybe that one was built for x86-64 and you are running it on an
Itanium CPU? Anyway, the 32-bit pkg-config should work on any Windows 7 PC,
regardless of the CPU.

If you are on an Itanium, then building pkg-config fom scratch would not
help you unless you have a compiler that can generate Itanium executables.
