It is not. You can build it if you are prepared to persevere.
Further.

The latest I found was 3.4.5. I'll take another look. I did 
> find that I was able to do what I needed with Tls* from the 
> Windows API. 

Actually, that is probably the safest thing to do.  That is what I do,
so the last statement is biased.
