The API's do not do any ad-hoc decimalization. The number of places after
decimal, formatting etc vary based on the locale. It is the responsibility
of the Client apps to format the same is the manner suited for the
particular locale (as done in the community -app)

Yes, it looks like the services return the value as NULL and the api's are
configured to strip out any null value json elements. Please go ahead and
raise the same in Jira (or even better fix it :) )
