Emily, 
The war file does not contain any indexes. Indexes need to be created on the DB.
Since the index file is not run as part of the build, it needs to be run 
explicitly as of now. It can be run at any point(after creation of the fresh DB 
or after the data has been entered into the DB). Grameen Koota can take the latest
Index file (Index.sql) from SVN and can run it on their DB.
