You are debugging the kernel, right?  You hav a couple of options.

* download the .bin file via xmd as suggested, when you started mb-gdb 
do "syms images/image.elf".  When gdb connects, don't select "download 
to target".

or

* start xmd, connect with gdb, and get gdb to download the image. It 
gets the entire elf file and the romfs will be there.
