can you look into
<EDK_install_dir>\hw\XilinxProcessorIPLib\pcores\opb_hwicap_v1_00_a\data\opb_hwicap_v2_1_0.mpd
and see whether the OPTION ARCH_SUPPORT indicates virtex-4
And also look into different version of opb_hwicaps.
