There are three possibilities:

1) Powerbroker does not have a #pramga prefix "omg.org" in its naming
   service idl.
2) Powerbroker generates wrong repository id's (e.g., some Orbix
   versions produce wrong repo ids for things inside modules)
3) Powerbroker is confused by character set information that is encoded
   into each CORBA request as of CORBA 2.1 (JacORB has this problem
   as well).

There is no easy way to fix 1) and 2). In case of 3) you can give the MICO
applications the command line option -ORBNoCodeSets, which will make
MICO behave like a pure 2.0 ORB.
