It does. Just do this:

Open Netscape Messenger
Select Edit | Message Filters
Click "new" on the left
Open the drop down containing the header names
Select "Customize Headers"
Click "new"
Type "X-Comment"

Then, after confirming the addition by two clicks on OK, you can use the
X-Comment header field to filter your messages.
