 From a quick overlook at what hoops is i think it just a geometric lib
offering a higher api than opengl and there is lot of such library
on the net and lot of them are opensource. But searching for hoops
like won't give you any result as hoops is mostly unknown (at least
it's first time i heard about it). Depending on your need you want
to try ogre3d or cgal (www.cgal.org) which is a powefull geometric
library. And there is many others on the net just don't search
for hoops like but for a specific feature you are looking for.
