Thanks for that...

however my real question is what is the need to up the version of Ruby in
1.1?  What does it fix that was 'broken'?  What performance does it improve?
What missing functionality does it provide? Etc.

We need a good case for it since we're in pretty tight change-control mode
unless the submitted change is a true bug-fix...
