This configuration setting tells mara what IP address(es) to listen on. If you 
set it to 127.0.0.3 that means that mara will try to bind to port 53 on that 
IP. It will fail to do so if the IP does not exist or another process is 
already listening on that port.

0.0.0.0 means "bind to all IP addresses that are available". If your machine 
has three IP addresses, 127.0.0.1, 127.0.0.3, 1.2.3.4, it will attempt to 
bind to all three.

For an authoritive server I'd go for the explicit binding instead of 0.0.0.0
