#1821: CCoordinateSystemCatalog does not re-evaluate library status if dictionary
path is changed via SetDictionaryDir()

 If you change the dictionary path in the Coordinate System Catalog, the
 library status is not updated. This means if the Coordinate System Catalog
 is initially failed (eg. a bad MENTOR_DICTIONARY_PATH value), then
 changing this dictionary path via SetDictionaryDir() does not update this
 library status.

 Attached is a patch that modifies SetDictionaryDir() to re-evaluate the
 library status
