That feels a bit limiting.

It would seem like a good idea to somehow allow strings within the web
layout to be configured with alternate resource values, so that somebody
could put up a multilingual map :)

Not sure if there is a business case for this or not though...

 - The web layout. Commands are created and named by the user. Even
built-in command labels can be modified with MapGuide Studio. Because
those strings are user-defined you cannot localize them, only the user
can. If a user implements a web site which supports the Spanish
language, then he must supply a Spanish version of the web layout, with
localized command names inside.
