No, this is not a duplicate. Right from the start, no icon can be selected.
Even using the browse button and navigating back to the default
/usr/share/pixmaps using the open button, there is no way to select anything.

If you try to create a custom launcher in current cooker, and click on "No Icon"
to browse for icons, you are unable to select any of them.  Clicking on an icon
has no effect, and if you close the display, the current setting "No Icon" is
unchanged.  This is also true if you edit preferences on an existing launcher
that already has an icon - you cannot select a different one.
