we have a policy of having library in separate packages, mostly for ease of
upgrade, and for biarch support.

adding exception to the policy would force us to deal with thoses exceptions
and  add exception to automated rpm checking and in various places. It is
easier to follow the same policy everywhere, even if, for 1% of the case, it
doesn't mean much from a packaging point of view, because handling these 1%
would requires more work elsewhere for almost no gain.
