should be in KDE control center -> Look'N'Feel -> Behaviour, Device Icons.

It did not work for me too for some time but yesterday testing other things I 
found that icon appears and disappears. Not that I fond it much useful - 
desktop is usually not visible anyway.

is it Devices applet? Can you pease get a look at #14830 and verify if you 
have this problem too? I wonder if this is a local configuration problem (but 
it is reproducible under clean test account).
