As we are now using udev by default (I hope that in -secure kernels too), I'm
closing this FIXED.

kernel-secure is configured with CONFIG_USB_DYNAMIC_MINORS enabled but
CONFIG_DEVFS_FS disabled. This combination leads to unusable USB devices such as
hiddev since the static device nodes in /dev/usb will not match the
dynamically-assigned minors of new USB devices. Consequently, userspace apps
such as apcupsd are unusable with kernel-secure.
Assuming devfs is intended to be disabled in kernel-secure,
CONFIG_USB_DYNAMIC_MINORS should be disabled as well or another dynamic device
node manager such as udev should be provided.
