This is not a bug at all. You are incorrectly referring to the drive's transfer
rate as being the tick rate of the bus. Unless you're using something like PCI-X
or another (currently) exotic interface between your hard disc drive's paddle
board and your northbridge chipset then you're operating that thing at 33 MHz -
the speed of your PCI bus.

Your Dell Dimension 4100 operates the drive in Ultra DMA mode (not Programmed
I/O mode) at 100 MBps (100 megabytes per second) and not 100 MHz (100 million
ticks per second). The IDE code in the current 2.4.xx linux kernels properly
support these transfer rates. If you are using a 2.2.xx or older linux kernel
then you may want to compile in Andrew Archangeli's IDE performance fixes
(excuse me if I credited that code wrong - it has been a long time since I've
used it).\

This bug needs to be marked as INVALID or something similar.

This was installed on a Dell Dimension 4100.  FSB=133MHz; IDE controller capable
of 100MHz.  hda=100MHz bus (80 pin cable), 66Mhz used for CD/RW and tape drive
(40 pin cable)
