I thought it was R S E I S U B.  Doing a sync while killable tasks are
still running could leave some unsynced data after you kill them.  When
confronted with the situation, I normally don't sync until after killing
tasks, but thinking about it, it seems like "sync what you can from the
running status, kill everything, then sync again in case there's some
extra useful output" might be the way to go.

And for anybody that is confused about it, "unmount filesystem" is
equivalent to "remount filesystem read only".
