Users will find their joystick unusable under 8.2 (possibly 8.1 too) as
a regular user.

The fix is simple change this line in /etc/security/console.perms:
<joystick>=/dev/js[0-9]*
to
<joystick>=/dev/js[0-9]* /dev/input/js[0-9]*

I'd leave the former just for backwards compatibility...
