I have yet to start working with "approval" for moderating mailing lists,
but noted that the Approved: PASSWORD bit was supposed to go into the
HEADERS, not the body, to get it to work (correct me if I'm wrong!).

One can use ResEdit to create a Eudora-Plugin that will add another dialog
to the Settings windows in v1.5.1 and v2.1.1 that edits the headers for the
current Eudora Settings files.  Several Settings files could then be made,
one for each approval header password, which shared the same set of
mailboxes.

Not the prettiest solution, but it would work.  (if I understand the way
things work properly.).
