I suspect an underlying permission/SELinus/Apparmor issue.

What are ownership and permissions on Mailman's data/adm.pw file

You can create it manually, but if mmsitepass wrote the data/adm.py
file, what's in it should be correct. If you want to create it manually,
see the 9 lines at
